SOLID WASTE AND RECYCLING PROGRAM

The Town of Holliston’s Solid Waste and Recycling Program is detailed below.  The Program is designed to provide opportunities to residents for recycling and waste reduction.  If you have any questions about the Program or any suggestions, please contact E.L. AUTOMATED CURBSIDE HOUSEHOLD TRASH COLLECTION AND PAY-AS-YOU-THROW

Household rubbish, trash and garbage can be placed in Town issued standard 35-gallon wheeled cart and placed at the curb by 7 a.m. each week on your collection day (see separate street pick up schedule).  Carts should face the street (handle and wheels away from street) with at least 3 feet between carts.

Each cart has a forty (40) pound limit.  Carts and bags containing food garbage can be sprayed with household ammonia to deter pests.  The first standard 35-gallon cart of trash each week does not require a sticker. Additional bags of trash each require a $2.00 trash sticker. 

Trash stickers are available at Town Hall (703 Washington Street), Rt. 16 Convenience (1566 Washington St.), Country Farms (429 Washington Street), Holliston True Value Hardware (58 Central Street), Holliston Superette (777 Washington Street) Central Cafe (92 Central Street).  Senior citizens (65 years old or older, owner and occupant) can obtain up to six (6) free stickers per year at Town Hall.

Latex or water based paints can be allowed to harden by leaving them open to the air and then placed in the trash.

AUTOMATED CURBSIDE COLLECTION OF RECYCLABLE MATERIALS

Standard 65-gallonTown issued recycling carts will be collected each week on the same day as trash collection (see collection schedule and routes below). Carts should face the street (handle and wheels away from street) with at least 3 feet between carts.

During initial roll out, standard 65-gallon recycling carts will be delivered, and labeled as property of the Town of Holliston.  In the case of a lost or damaged cart, please contact  E.L. Harvey at 800-321-3002. Please note the cost to replace a cart will be at the expense of the property owner.

The following items can be placed inside the standard 65-gallon recycling carts at the curb:

  • Paper – Paper and cardboard; empty and flatten.  NO plastic bags, carbon paper, paper cups, napkins, plates, food residue or soiled paper
  • Glass – Glass bottles and jars; empty and rinse.  NO broken glass, windows, light bulbs, drinking glasses or vases.
  • Metal – Metal food and beverage cans; empty and rinse.  NO paint or aerosol cans, propane tanks or other metal items.
  • Plastic – Bottles, jars, tubs and jug items; empty and replace cap.  NO plastic bags, motor oil or chemical containers or flowerpots.

DROP-OFF RECYCLING AREA ON MARSHALL STREET

A Recycling sticker is now required to access the Marshall Street drop-off recycling area.  You can get the free access sticker by going to the Treasurer’s Office at Town Hall.  Your license and registration is required to get the sticker.

Recycling Center accepts metals, cardboard, yard waste (including brush, leaves and grass clippings) and fluorescent bulbs.  An additional $20 sticker is required for televisions, monitors, exercise equipment and ride on mowers.  The facility is open on Saturdays from 8:00 a.m. to 3:00 p.m.  The facility is open to Holliston residents only and the following items are accepted:

  • Metals - Scrap metal, tire rims, bulky metal items such as swing sets and pipe, gas grills, bicycles, lawn mowers, sheet metal and cast iron.  Please remove propane gas tanks, oil and gasoline, plastic, rubber, liquids, wood and glass.
  • Cardboard - any size cardboard can be recycled.
  • Yard waste and brush - items such as leaves, grass clippings and pine needles, branches, limbs, logs and other natural vegetation.  Deposit them in the designated composting area in compostable bags or loose. Do not use plastic bags or mix in trash. Material from site development or commercial enterprises is not accepted.
  • CRTs - televisions, computer monitors and other CRTs.  This does not include computers or stereos (put these items in your curbside trash containers).  An additional $20 sticker is required to dispose of a television or monitor.  Stickers can be purchased at the Treasurer’s office at Town Hall.
  • Fluorescent bulbs – please present these to the recycling area attendant.  They can also be recycled at Holliston True Value Hardware, 58 Central Street.

 

CURBSIDE COLLECTION OF BULKY WASTE

Rugs and wood can be cut into three foot lengths, bundled and placed at the curb on your collection day.  These items require a $2 dollar trash sticker.

Other bulky items such as furniture, mattresses, appliances, doors, water heaters and tires are picked up by calling Harvey at 800-321-3002 to schedule a collection day.  Four (4) tires per year (without rims) but no more than one (1) tire per week may be placed at the curb for collection after calling E.L. Harvey at 800-321-3002.

The following materials will not be collected as curbside trash: televisions, monitors, building materials, construction waste, earth, stones and tree stumps – Televisions and Monitors can be brought to the Marshall Street recycling center with a $20 sticker; - Building materials and other construction waste must be separately disposed of by making arrangements with your contractor or a private trash disposal company.

HOUSEHOLD HAZARDOUS WASTE

Hazardous wastes such as drain cleaners, oil based paints, solvents, motor oil, pesticides and batteries are accepted at household hazardous waste collection events.   There is an annual hazardous waste collection event in Holliston during the summer months.  There are also opportunities to access these events in nearby towns.  Watch your newspaper, check the Town’s Web site (www.townofholliston.us) or call 429.0608 in the spring for specific dates.

OTHER RECYCLING OPPORTUNITIES

  • Plastic grocery bags, plastic newspaper bags and other clear or light-colored plastic bags can be recycled at grocery stores. Click here for details on all types of film plastic acceptable through store drop-off.
  • Clothing items can be brought to the Planet Aid collection bin located at Holliston Oil Service, Inc., on Woodland Street and the Saint Vincent DePaul bin behind Saint Mary's Church.
  • Gas grill propane tanks can be returned to businesses that refill them for a small fee, including EN-R-GY Saver, 1470 Washington Street, between 10 a.m. and 5 p.m., Monday through Saturday (there is a tank disposal fee).
  • Motor oil can be recycled at the place of purchase.
  • Mercury thermometers and thermostats can be exchanged for digital thermometers at Town Hall, Selectmen’s Office, 703 Washington Street.
  • Composting kits are available for purchase through the Selectmen’s Office at Town Hall for $22.
  • Plastic plant pots and flat trays can be recycled in bins at Weston Nurseries, 91 East Main Street, Hopkinton. Rechargeable batteries (cell phones, cameras, power tools) are accepted at Holliston True Value Hardware at 58 Central Street. Other batteries can be recycled at Home Depot, Lowes or Best Buy.
  • Wire hangers can be taken to dry cleaning establishments.
  • Books are accepted at a collection containers located at Holliston Oil Service, Inc., on Woodland Street and in the Holliston High School parking lot.
  • CDs and DVDs are accepted at a collection container in the Holliston High School parking lot.

 

HOLIDAYS

Whenever a scheduled collection day falls on a holiday, that day's collection and all remaining collections for the week will be delayed one day.  Friday's collection will be on Saturday.  Holidays observed are: New Year’s Day, Martin Luther King Day, Presidents’ Day, Patriot's Day, Memorial Day, 4th of July, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving and Christmas.

  • Question:  What is the new trash program?
  •   The new trash program is a lateral move from the prior program but includes automated pick up.  As with the prior program, residents will still be allowed 35 gallons of trash and have the option of having additional bags of trash outside the trash cart; each additional bag require a $2.00 trash sticker.
  • Question:  What is the new recycling program?

Answer:  The new recycling program is an upgrade from the prior program which includes single stream automated pick up, a town issued standard 65-gallon recycle cart and single stream recycling (no sorting of recyclables).  With single stream, paper, plastic and glass can now be put in the same cart, no more separating items.

  •   No, this service is provided for in your property tax bill.
  • Question:  What changes can I anticipate from the current service?
  •   Your weekly pick-up day for solid waste and recycling should remain the same.  If there is a change, you will be notified by E.L. Harvey directly via U.S. Mail.
  • Question:  What about the new solid waste and recycling carts?
  •   One (1) 35 gallon solid waste (trash) cart and one (1) 64 gallon recycling cart will be delivered to all residential homes at no additional expense starting on June 17, 2019 through June 28, 2019. It is recommended you write your address on your carts.  Also, record the serial number of each cart and keep that information in a safe place.
  • Question:  What happens if carts do not arrive?
  •   Call E.L. Harvey at 800-321-3002
  • Question:  Are businesses covered under this program?
  •   No, currently private businesses contract with a private solid waste hauler to remove their trash.  If you are a business, with no residents on your property, contact your hauler for them to take your recycling as well as your trash.
  • Question:  Are non-profits covered under this program?
  •   No, similar to private businesses if you are a non-residential non-profit you should continue to contract with a profit hauler for solid waste collection and reach out to your hauler for them to take your recycling.
  • Question:  How should the new carts be placed?
  • Because this is an automated pick-up (the truck uses an arm to grab the barrel), placement is key.  Both carts should be placed at the curb with the front of the cart FACING THE STREET. The back of the cart (with wheels) should be facing away from the street.  Please give ample room between carts (3 feet) to allow the truck room to grab the cart.
  • Question:  Can I use my own wheeled cart for trash or recycling?
  • No, only town issued 35-gallon wheeled carts (for trash) and town issued 65-gallon wheeled carts (for recyclables) will be picked up.  Trash or recyclables place in any other container will not be collected.
  • Question:  I’m concerned about getting my trash in the standard 35-gallon wheeled cart, what can I do?
  • First consider trash saving options that limit what gets put in the trash. 
  • Be sure to recycle everything that you can.  Visit RecycleSmartMA.org for helpful tips on what can be recycled.  Also, consider buy products that are packaged in containers that can be recycled.
  • Cloths including those unwearable can be recycled in any one of the textile recycling bins in town.  Go to the Town Link Menu at the top of the page on the Holliston Cloths website for locations. 
  • Consider backyard composting.  Many food scraps can be composted to create nutritious compost for your yard and planting beds.  Discount composter kits can be purchased from Town Hall.  Go to the Town Link Menu at the top of the page on the Holliston website for additional information. 

Alternatively, you can use an overflow bag with a trash sticker.  If you have additional trash that will not fit in the standard wheeled cart, you can still utilize a bag with a $2.00 trash sticker.

  • Question:  Will I be allowed to place more solid waste bags on the curb once my 35 gallon cart is full.
  •   Yes, but only if you purchase a $2 dollar sticker and place the sticker on each bag. Bbags are not to exceed 40 pounds each.
  • Question:  Will there be a change to placing stickers on extra bags outside the 35 gallon container?
  •   Two (2) dollar stickers will be required on each extra bag not inside the 35 gallon cart.
  • Question:  What should I do with my old containers? 
  • You make keep them or bring them to the Marshall Street recycling center starting on Saturday between 8a.m. and 3p.m. 
  • Question:  Can I purchase and additional recycling cart?

Answer: Yes, the cost to purchase a recycling cart is $100.00.  Call E.L. Harvey at 800-321-3002.

  • Question:  Can I purchase an additional 35 gallon solid waste cart?
  • No, the program is designed to enhance recycling and reduce solid waste.

Answer:  No.  The carts are the property of the Town of Holliston.  Cart locations may be tracked electronically.  Leave the carts on your property.

  • Question:  What do I do if the cart disappears?

Answer:  Report missing carts to the police then contact E.L. Harvey at 800-321-3002.  You may be responsible for replacement carts.  Record the serial number of each cart and keep that information in a safe place.
